The SANKALP Scheme has recently been urged by the Ministry of Skill Development and Entrepreneurship to concentrate on the ecosystem of district-level skilling through convergence and coordination. The Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) initiative launched date was January 19th, 2018, to enhance institutional mechanisms for skill development and expand youth access to high-quality, market-relevant training nationwide.

SANKALP and STRIVE Overview

Two new programs, STRIVE (Skill Strengthening for Industrial Value Enhancement) and SANKALP (Skill Acquisition and Knowledge Awareness for Livelihood Promotion), have been approved by the Cabinet Committee on Economic Affairs for 2019 to support the Skill India Mission. Both are in the central sector, and the World Bank provides credit support for half of the scheme’s budget.

The programmes are being implemented to meet the long-felt need for a national architecture for fostering convergence, policing skill development, igniting business initiatives in vocational training, and guaranteeing efficient governance.

The plans will establish national organizations to control certification and accreditation for long- and short-term vocational education and training (VET). For a greater impact, the architecture will combine the efforts of the government and the private sectors. So, the schemes will give the National Skill Development Mission of 2015 and numerous other missions under the programme the necessary impetus.

The Ministry has implemented the following measures to improve the ecosystem at the district level:

  • A technique for gathering and converging skill data, even at the district level, is the Skill India Portal.
  • Grants: Nine States received grants: Andhra Pradesh, Assam, Bihar, Gujarat, Uttar Pradesh, Jammu & Kashmir, Manipur Maharashtra, and Punjab.
  • Grants have also been given to 117 aspirational districts under the Aspirational Skilling Abhiyaan in addition to these States.

Three main sources provide funding for the project:

  • $500 million in World Bank loan support (Rs. 3300 crore)

Objectives of SANKALP
  • The long- and short-term skill development training programmes’ quality and market relevance are to be improved (Vocational and Educational Training) according to SANKALP Scheme guidelines.
  • By incorporating SMEs, business associations, and industry clusters, the STRIVE scheme will assist ITIs in improving overall performance, including apprenticeship.
  • To create a reliable system for delivering high-quality skill development training. To do this, institutions like State Skill Development Missions (SSDMs), Sector Skill Councils (SSCs), ITIs, and National Skill Development Agency can be strengthened (NSDA).

Objectives of STRIVE
  • The STRIVE scheme's primary objective is to enhance quality skill development training by strengthening key institutions. For example, National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), SSDMs, and Sector Skill Councils.
  • The scheme aims to promote collaboration with industrial clusters, business associations, and small-scale industries to incentivise Industrial Training Institutes (ITIs) to enhance their overall performance.

Implementation of Sankalp and Strive
  • Approximately 700 industry-led institutes are being established nationwide to offer job-oriented skill training to lakhs of hopefuls.
  • A creative challenge fund approach has been used to choose and support applications to establish such institutions in specified sectors and regions.
  • Over 66 Indian international stalling institutions are encouraged to concentrate on skill training for placements abroad by global standards.
  • The IISCs will teach over 30,000 candidates, who will get credentials from international awarding bodies (lABs) after that.
  • By guiding the implementation of reforms like online examination, centralized admission, increasing efficiency, and increasing transparency in the system, it is also encouraged to upgrade 500 ITIs, making them model ITIs across India and boosting their industry connections.

Skills Acquisition and Knowledge Awareness for Livelihood Scheme

The Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) scheme's launch date was January 19th, 2018. It was launched to enhance institutional mechanisms for skill development and expand youth access to high-quality, market-relevant training nationwide.

  • The goal of SANKALP is to establish self-sustaining Trainers and Assessors Academies.
  • Academies for Additional Training will be created as part of this plan. By strengthening institutions at the state level, the focus will be on the fragmentation of skill planning. These actions involve establishing State Skill Development Missions (SSDMs) and letting the states create State and District level Skill Development Plans.
  • It strives to integrate better underrepresented groups, including Scheduled Castes, Scheduled Tribes, and Persons with Disabilities (PwD) (STs). Women will also be given the chance to pursue skill development opportunities. This will lead to the development of a skilling ecosystem. Finally, it would help the nation reach the top of the ease-of-doing-business index.

Skills Strengthening for Industrial Value Enhancement Scheme
  • The program aims to create a strong framework to ensure job-oriented candidates receive top-notch training.
  • This can be accomplished by bolstering organizations like the National Skill Development Agency (NSDA), National Skill Development Corporation (NSDC), SSDMs, Sector Skill Councils, etc.
  • The program aims to support Industrial Training Institutes (ITIs) and boost their effectiveness by collaborating with industrial clusters, business associations, and small-scale industries.

Central Sector Scheme and Centrally Sponsored Scheme

The two sorts of schemes that make up India’s development strategy are Central Sector and Centrally Sponsored Schemes.

  • The Union government provides 100% of the funding for Central Sector Schemes by the Central Government machinery.
  • The State Governments implement the Centrally Sponsored Scheme (CSS), funded in a 50:50, 70:30, 75:25, or 90:10 ratio between the Federal Government and the States.

Important Facts about Sankalp and Strive
  • Both programs will help the National Skills Qualification Framework (NSQF) and National Quality Assurance Framework (NQAF) be implemented consistently across all skill development programs run by the federal and state governments. This uniformity of skill delivery will guarantee training output and content.
  • SANKALP and STRIVE to give the National Skill Development Mission (NSDM), which began in 2015, and its numerous components the necessary push.
  • The plans would run concurrently with other Indian government initiatives like Make in India and Swachhta Abhiyan.
  • All of these initiatives seek to create a globally competitive workforce that can meet domestic and international demands.

The Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) initiative was started on January 19th, 2018, with a goal of enhancing institutional mechanisms for skill development and expanding youth access to high-quality, market-relevant training nationwide.

With the current agreement between the Government of India and the World Bank for $250 million (Rs. 1650 Crore), SANKALP is a World Bank loan aided scheme.

A skill-improving effort from the "Ministry of Skill Development and Entrepreneurship" was slated to launch under the acronym "SANKALP," which stands for "Skill Acquisition and Knowledge Awareness for Livelihood Promotion" (MSDE)

On December 19, 2017, the Indian government and the International Bank for Reconstruction and Development (IBRD) struck a financial deal.

She pursued BBA at PIET College and an MA in Public Administration from IGNOU before graduating. She also won a gold medal at the Kurukshetra University-hosted All India Maths Olympiad. after finishing her UPSC training in Delhi's Mukherjee Nagar.

The Sankalp scheme was created with the goal of producing talented people who will contribute to the nation's future prosperity. The programme will help economically disadvantaged people get over their obstacles. By allowing for skill development, the strategy will strengthen the system.
