The logic followed here is:

REPORT is coded as 3

Number of of consonants i.e. (R, P, R, T) → 4 - 1 = 3

And,

CALM is coded as 2

Number of of consonants i.e. (C, L, M) → 3 - 1 = 2

Similarly,

TOGETHER is coded as

Number of of consonants i.e. (T, G, T, H, R) → 5 - 1 = 4

Hence, "Option 4" is the correct answer.
