About Common Service Centers

The introduction of the Common Service Scheme is a key component of the "good governance" paradigm, designed to serve as a dual-purpose solution. This initiative aims to overhaul the front-end delivery systems for public services while fostering rural entrepreneurship to generate employment opportunities. Originating in 2006 as part of E-governance plans, the Common Service Scheme has evolved into one of the 31 Mission Mode Projects under the "Digital India" umbrella.

The core concept of the CSC revolves around digitising various government schemes streamlining processes such as issuing certificates and licenses. This responsibility is delegated to 'Village Level Entrepreneurs (VLEs),' who operate the Common Service Centers. The overarching goal is establishing at least one CSC in each Gram Panchayat, considering the current count of 2.5 lakh gram panchayats across the country. Implementing the CSC involves a collaborative effort between the private and public sectors at the central level.

Origin of Common Service Centers

The Common Service Centres are the government access points that deliver- essential Public Utility Services, Healthcare, Social Welfare Schemes, Educational, Financial, and various other B2C and G2C services in the rural and remote areas of the country.

  • The CSC project is a strategic component of the ambitious National e-Governance Plan approved in 2006.
  • The scheme initially aimed at opening one CSC for every six villages i.e. 1 lakh CSCs.
  • The CSC project is being implemented on a PPP (Public Private Partnership) model under which the project cost is shared between the government and private finances in the 30:70 ratio, respectively.
  • The CSCs are set up by the Ministry of Electronics and Information Technology (MeiTy) to oversee the implementation of the CSC scheme.
  • The Common Service Centres provide a centralized service delivery framework and ensure this scheme's sustainability and systemic viability.

Vision of CSC Scheme

The CSC scheme envisions the development of Common Service Centres as a trusted Information Technology-enabled network for connecting the citizens in every locality with the government, businesses, and other formal sectors of the economy with a deep impact on all three sectors of the Indian economy. Common Service Centres aim to provide information access backed with end-to-end services and infrastructure to provide the rural population opportunities to enhance their quality of life.

Common Service Centers: Aim and Objectives

The following are the aims and objectives of the Common Service Centres Scheme:

  • To provide access to information to all rural and remote areas.
  • To deliver public services on a G2C and B2B model.
  •  To use ICT for the empowerment of rural and socially backward citizens
  • To make quality education and skill upgradation accessible to all.
  • To provide easy access to cost-efficient and quality health services through telemedicine at the Common Service Centres.
  • To use the Common Service Centre as an instrument of change for promoting rural entrepreneurship, social empowerment, community participation, and inclusive growth.

3-Tier Structure of Common Service Centers

The Common Service Centre scheme has a three-tier structure with the following components:

  • Common Service Centre Operator, also known as Village Level Entrepreneur or VLE.
  • Service Center Agency (SCA)- will be responsible for functioning 500 to 1000 Common Service Centres.
  • State Designated Agency (SDA)- is responsible for managing the implementation of the CSC scheme in the entire state.

How to apply for a CSC Franchise?

To apply for a Common Service Centre franchise, a person must be at least 18 years old and must have passed class 10th level from a recognized board. A minimum infrastructure is also needed, including a personal computer, internet connection, and biometric system. webcam. a UPS and some basic software to run the Common Service Centre.

One can apply for a Common Service Centre franchise by following the steps mentioned below:

  • Open the CSC Portal http://www.csc.gov.in/
  • Click on “Interested to become a CSC” on the Home Page on the CSC website.
  • Click on the Link ”For CSC Registration”
  • Enter your Aadhaar Number in the box.
  • Now choose the authentication Option from IRIS/ Finger Print/ One Time Password.
  • Click on “Proceed”.Click on Generate OTP.
  • (Personal details of the applicant will automatically get filled in from the Aadhar database. The applicant needs to fill in other details. Mobile Data and Email Id will be taken from Aadhar Card.
  • Upload the Geo-tagged Image of Common Service Centers.
  • Click on the “SUBMIT” Option.
  • An acknowledgment number will be sent to the applicant on submission of the Application.

Common Service Centers in India 2.0

After a holistic assessment of the Common Service Centre scheme, the Government of India, in the year 2015, launched the Common Service Centre 2.0 scheme.

  • The primary motive to launch the Common Service Centre 2.0 Scheme is to expand the outreach of the Common Service Centre to all the Gram Panchayats across India.
  • Under the CSC 2.0 scheme, the government aims to set up at least one Common Service Centre in every Gram Panchayat across India by 2019.
  • CSC 2.0 is being implemented under the third pillar of the Digital India Program, i.e. “Public Internet Access Program- Rural Internet Mission.”

Objectives of Common Sevice Centres

  • To make the CSC complete service delivery centers.
  • To provide non-discriminatory access to e-services to citizens in rural areas.
  • To expand the Common Service Centre network to the level of Gram Panchayat.
  • To empower the District e-Governance Society to properly implement the Common Service Centre project.
  • To increase the sustainability of Village-Level Entrepreneurs (VLC) by sharing the maximum commission and through e-service delivery.
  • To encourage women as VLEs.
  • To make the service delivery at CSC outlets accountable, transparent, efficient, and traceable.

Services offered in a CSC Center

The CSC centers offer a variety of Digital Services, including services related to Aadhar, banking and pension, education, etc. Some of the services are:

  • Agriculture Services- Horticulture, Agriculture, Animal Husbandry, Sericulture, Veterinary, and Fishery.
  • Health Services- Health checkups, Telemedicine, Medicine.
  • Banking and Insurance Services- Loan, Micro-credit, Insurance.
  • Education and Training Services- School, College, Vocational education, Skill training.
  • Entertainment Services- including movie and television.
  • Utility Services- Online bill payment, Ticket booking, Online FIR, etc.
  • Commercial Services- DTP, Village-level BPO, Internet browsing, etc.

Current Status of CSCs in India

The Common Service Centre scheme was closed in March 2017, and a new Common Service Centre 2.0 scheme has replaced it. The Common Service Centres are present across the country in 28 states and eight union territories.

Benefits of Common Service Centres

Following are some of the benefits of the Common Service Centres:

  • Women Empowerment - In December 2017, over 46000 women VLEs were operating the Common Service Centres.
    • The Prime Minister has given many awards to women VLEs, and many more special awards were announced for the women VLEs. Therefore, empowering women entrepreneurs in India.

CSC Centres are allocated to Village Level Entrepreneurs (VLEs). To open a CSC Center one has to register as a VLE on the official website of the CSC.
