The correct answer is option 4, i.e Lal Bahadur Shastri.

The slogan was given by Lal Bahadur Shastri in Indo-Pak war of 1965.
After Independence, the produce of Indian agriculture was not able to meet the demand of India's growing population.
Therefore India used to import foodgrains from the USA (under PL 480 scheme).
After the Indo-China war of 1962 dependency on foodgrain import from the USA increased.
But during the Indo-Pak war of 1965, the USA threatened India to stop the war or it will lead to the suspension of food supplies under PL 480.
After all this, Lal Bahadur Shastri in October 1965 gave the slogan of ''Jai Jawan Jai Kisan" while addressing the country on AIR.
The motive of this slogan was to prompt them, tell them that the real power of the country lies in them and make India self-sufficient.
After that Green and White revolution multiplied the farm and dairy produce of India.

Lal Bahadur Shastri:

The second Prime Minister of India, Lal Bahadur Shastri was born on October 2, 1904, in Mughalasari, Uttar Pradesh.
He was jailed for seven after his arrest during the Non-Co-operation Movement.
He considered Mahatma Gandhi as his political master.
He is also known as 'Man of Peace' owing to his peace-loving policies.
He served as Home Minister in the Congress government elected in 1946.
He also held the portfolios Railways, Transport & Communication and Commerce & Industry.
He was honoured with Bharat Ratna in the year 1966.
